Woodbury: Former East Ridge principal faces felony theft charges - TwinCities.com-Pioneer Press

The former principal of East Ridge High School in Woodbury faces three felony charges for allegedly misspending school money. Aaron Harper, 39, was charged late Friday with three counts of theft by swindle, according to a Washington County criminal complaint. Each charge carries a maximum penalty of five years in prison and a $10,000 fine. One of the charges is for theft of property or services worth $1,001 to $5,000. The other two charges are for theft of public funds worth less than $1,000. The criminal complaint details thousands of dollars worth of unapproved or inappropriate... They include:. 94 to Vemma Nutrition for 'Bod-e BURN' drinks. -- $7,932 for knife sets from CutCo Cutlery. 97 at Best Buy for Apple products and iTunes gift cards. 07 at Menards for power tools. The complaint also alleges that Harper created a "slush fund" from cash received from student parking passes. The money was used to send flowers to a funeral for a district student and to buy tickets for a school employee recognition banquet. Harper allegedly withdrew $2,322. 40 from the "slush fund" between 2012 and 2014. Harper resigned in November 2014 after South Washington County School District officials investigated a complaint against him that he ignored rules for spending... Harper was not disciplined by the district but did sign a legal document when he resigned giving up any future claims against the district. District leaders said they turned over their investigation to Woodbury police. School officials released details of their inquiry of Harper earlier this year after requesting advice from the state Department of Administration. The department's Information Policy Analysis Division, or IPAD, said the document Harper signed when he resigned was essentially a settlement agreement, making the details of the investigation public record. Harper told district officials he didn't want the details of the investigation released. South Washington County schools have strict controls over how staff can spend taxpayer money. School administrators have a limited amount of money for small purchases, and larger purchases must be approved by top administrators.
